Hiring for a Onboarding and Recruiting Specialist in North Adams, MA (fully on-site role!)

Schedule: M-F 8AM-5PM
Pay: $25-27/hr (based on experience)
MUST have at least 2 years of recent recruiting/HR experience 
 
Position Description: The Onboarding and Employee Relations Specialist is primarily responsible for helping to identify skilled and qualified applicants and for ensuring that openings are filled in a timely manner and in accordance with all state, federal, and agency guidelines. Heavy recruiting. Responsible for all aspects of the hiring process.
   
Responsibilities:                      

  • Treat each person served, co-worker, and others with the respect and dignity due every human being and adhere to the Department of Developmental Disabilities (DDS) Human Rights Standards, including the timely reporting of violations.  Also, to adhere to the Disabled Persons Protection Commission’s (DPPC) Mandated Reporter Guidelines around physical and emotional abuse.
  • Ensure each individual may achieve optimal quality of life (QOL) outcomes for people we support through a person-centered approach utilizing universal strategies, which is the foundation of the quality care and service provided.  
  • Responsible for the Agency’s recruiting function from posting through onboarding. Create new positions in HRIS system. Create custom forms for new job descriptions then create HR actions and checklist.
  • Track open positions internally and externally via multiple job sites and formats.  Create print ads as needed.  
  • Responsible for tracking of all data to ensure compliance regulations are met.
  • Responsible for staying within budget and working with Director of Marketing with yearly advertising budget; including development and placement of advertisements and needs of Agency. Track ads and budget in database.
  • Responsible for maintaining a current list of open positions.  Work closely with hiring managers to capture new openings and updates on a weekly basis. 
  • Prepare, maintain and tracks applicant files to include screening data, CORI, SORI Fingerprinting, as well as driving record checks, TB and physicals, degree completion and credential verification id required for the position. Must ensure hiring packet is complete and that appropriate approvals have been made before a contingent offer of employment is made.  
  • Work with department Directors and hiring managers on openings, turnaround time, reference checks, screening tools, and electronic systems and ensure proper training of new staff.
  • Cover all aspects of PAFS (Salary changes, transfers, new hires, terminations, etc.)
  • Screens applicants as needed; reference checks and follow through on workflows and onboarding process.
  • Send out job offer communication and schedule onboarding process.  
  • Responsible for continuously developing relationships with community employers, colleges, trade schools, universities, regional employment boards and one stop career centers to acquire good community connections and a direct line to quality candidates.  Also, responsible for maintaining good relationships with other area employers to ensure accurate and complete information for reference checks.  
  • Develop relationships with and support managers to ensure the continuation of the hiring process, site visits, final interviews and reference checks and a basic understanding of staffing needs for each work location such as hours available and specific site needs.  
  • Oversight of agency’s employee referral and bonus programs related to recruitment and onboarding.
  • Attend and prepare materials for job fairs and other functions as needed. Continuously seek new opportunities to represent the company in the community.
  • Submit monthly management report to Sr. Vice President, Human Resources in a timely manner.
  • Act as an appropriate role model through dress, speech and actions while in the program and in the community to foster positive social/relationships and skill development.
  • Be cross trained in all areas of HR Department; act as back up as needed.
  • Follow agency and personnel policies and procedures.
  • Arrange all staff PTO time off requests with Sr. Vice President, Human Resources.  Vacation time must be requested at least two weeks prior to the desired date(s).  In the case of illness, you must call out to your supervisor two hours prior to the start of your shift.
  • Accurately documents all hours worked on the Agency electronic time management system.  All timesheets must be submitted timely for approval which act as your electronic signature and approval. Time sheets should reflect employee’s assigned scheduled unless prior approval was given by supervisor to alter assigned schedule.
  • Responsible for maintaining current certification(s) including but not limited to START, CPR/FA, and MAP (if applicable to position).
  • Responsible for completing all training assigned in electronic Learning Management System on time or attending any scheduled training. If unable to complete or attend it is the employee’s responsibility to obtain prior authorization/permission to re-schedule training from Supervisor and notify Human Resources.
  • Attend scheduled staff meetings and trainings as assigned; work shifts as assigned. Shifts may not be changed unless permission is received from supervisor prior to change.
  • Responsible for initial responses and some follow-up to TPA for unemployment claims.
  • Participate and prepare data for audits or credentialing as needed.
  • Oversee agency interns, liaison between community partners for internship program.
  • Required to maintain certifications in all agency mandated trainings.
  • Meet with Sr. Vice President, Human Resources or designee monthly for individual supervision; attend staff meetings, and other meetings as assigned. 
  • Adhere to agency/personnel policies, DDS regulations, follow emergency procedures and maintain individual’s confidentiality in accordance with HIPAA standards.
  • The agency reserves the right to revise existing schedules and/or program sites assignments, with notice due to the changing needs of the individuals served and program(s).
  • Perform other duties as assigned by Sr. Vice President, Human Resources and/or designee.

 
Qualifications:   Bachelor’s Degree and 1-year administrative experience, preferably in Human Resources or high school diploma or GED and 6 years of related experience may be substituted.  Must have excellent communication skills, ability to multitask, detailed orientated and be able to problem solve. Ability to complete all initial and ongoing background checks including but not limited to: CORI, SORI, Fingerprinting, LEIE, Driving record, E-verify, Physical, PPD and licensing and/or certification checks (i.e., nursing). Valid US driver’s license and ready access to a vehicle.
